Context
The site already contained a memorial hill dedicated to President Ho Chi Minh, together with an interwoven lake system. Developing a new eco-oriented urban area while extending the memorial’s meaning and value was therefore a central planning consideration.
Challenge
The design needed to integrate diverse residential areas with the memorial park in a lively yet respectful way—maintaining its solemn symbolic character while creating an accessible place for learning, cultural activities and recreation.

Led concept design and development of the concept dossier.
Result
Planning task approved in 2017. Ongoing refinement and development.
